Deconstruction of the former "Schneidwarenfabrik P. D. Rasspe Söhne" in Solingen

The derelict site of the former P. D. Rasspe Söhne cutlery factory was acquired in 2015 by Wirtschaftsförderung Solingen GmbH & Co. KG to develop it as a new commercial site. AAV - Verband für Flächenrecycling und Altlastensanierung (Association for Land Recycling and Remediation of Contaminated Sites), based in Hattingen (NRW), is responsible for the remediation and deconstruction work as a measure carrier and has commissioned Prof. Burmeier Ingenieurgesellschaft with, among other things, conducting a remediation investigation and preparing a remediation plan in accordance with § 13 BBodSchG (Federal Soil Protection Act), including a deconstruction and disposal concept, as well as deconstruction planning.

The commercial activity of the company P. D. Rasspe Söhne on the property to be redeveloped dates back to 1827. On the former factory site, boot irons were manufactured for components of agricultural machinery as well as saws and knives for large-scale trade.

Some of the building fabric dates back to the beginning of the 20th century and was partially contaminated with pollutants due to the building materials used at the time and the industrial and commercial use. The subsoil of the factory site consists of partially up to 10 m thick fillings with mineral waste of different types, in which use-related accumulations of pollutants are stored. As part of the project development, extensive work was planned and accompanied by Prof. Burmeier Ingenieurgesellschaft mbH on the way from industrial wasteland to commercial site on an area of approx. 7.0 ha. Among other things, a total of 24 buildings with an enclosed space of approx. 150,000 m³ were deconstructed. In the process, about 9,500 t of waste were disposed of, whereby priority was always given to recycling and returning the waste to the economic cycle. For the subsequent use, it was also necessary to reprofile the site with processed building rubble (approx. 20,000 m³) and on-site material (approx. 30,000 m³).

Today, parts of the reclaimed commercial space have already been brokered to new investors by the City of Solingen's Economic Development Department. The goal of the city of Solingen is to develop the "Stöcken 17" site in such a way that it meets the requirements of innovative companies with a promising future. The preserved historic administrative buildings provide a creative contrast to the partially preserved historic buildings.

The execution of the planning, remediation and dismantling work took place in 2016 until 03/2022. Prof. Burmeier Ingenieurgesellschaft mbH carried out the following work, among others:

  • Determination of the basis for the overall project (historical research), participation in the definition of project goals, participation in approval procedures
  • Participation in the procurement of site-relevant documents, including clarification of site issues and property assessment with regard to use in terms of private and public law.
  • Preparation of a binding remediation plan pursuant to § 13 para. 6 BBodSchG, taking into account the more extensive requirements under planning law.
  • Development of a deconstruction and disposal concept incl. implementation planning of deconstruction and remediation measures as well as estimation of the cost framework and preparation of demolition applications
  • Participation in the preparation of the award and contract structure for the overall project, preparation of the award documents and participation in the award of engineering and execution services
  • Expert monitoring of the pollutant investigation (soil and building pollutants), soil sampling in accordance with LAGA M20 and LAGA PN 98, sampling of the building fabric and investigation for building pollutants
  • Creation of a building pollutant register
  • Evaluation of the pollutant analysis including risk assessment and recommendation for action
  • Site management, on-site construction supervision and expert supervision for deconstruction and soil remediation incl. coordination according to TRGS 524
  • Disposal management
  • Safety and Health Protection Coordination in accordance with the Construction Site Ordinance (SiGeKo)
